Rationale – The Cadet program is being changed to a one-year program.

By-Laws

Add - Article X        BY-LAWS

Any by-law changes or additions will be made at a regular Executive Council meeting, or a special Executive Council meeting called for that purpose. All by-laws must be passed by a vote of two-thirds (2/3) of the Executive Council members present and voting.

Rationale – This allows the Executive Council to make changes, as needed, in the by-laws only. This is the normal procedure for elected boards.
